The City of Victorville's Redevelopment Housing Division issues various reports on the planning, implementation and completion of our programs and services. The Redevelopment Housing Division's utlimate goal is to provide high quality, affordable housing for all Victorville residents. HUD mandates that all entitlement communities receiving HUD funds must consolidate the submission requirements of their Community Planning and Development formula grant program into one cohesive Consolidated Plan.
The consortium identifies the Town of Apple Valley as the lead agency and the City of Victorville as one participating jurisdiction.

Disaster Recovery Grant Reporting System
The Disaster Recovery Grant Reporting system was developed by HUD's Office of Community Planning and Development for the Disaster Recovery CDBG program and other special appropriations. Data from the system is used by HUD staff to review activities funded under these programs and for required quarterly reports to Congress.
The system was developed for grantees to identify activities funded under their Action Plans and Amendments along with budgets and performance goals for those activities. Once an Action Plan is submitted and approved, grantees can submit quarterly reports summarizing obligation, expenditures, drawdowns, and accomplishments for all their activities.

AB 987 Affordable Housing Database
In accordance with the provisions of AB 987, a worksheet describing new, existing, and substantially rehabilitated housing units that were either developed or otherwise assisted with monies from the Low and Moderate Income Housing Fund, has been prepared and posted for public review.
Please be aware that this is simply a listing of affordable housing that has been assisted with Low and Moderate Housing Funds; it is not a listing of currently available housing. To determine whether there are vacancies at any of the rental locations, please contact the apartment sites directly.

Implemented HCD Grant Programs
6th Street After School Enrichment Program
This program was implemented by the Community Services Department. It provides a recreational, educational and cultural enrichment program for low and moderate-income children.
Graffiti Removal Program
This program was implemented by the Public Works Department. The program provides state of the art color matching systems to abate graffiti as well as providing community training programs and proactive involvement with local law enforcement to abate graffiti in target neighborhoods.
Code Enforcement Program
This program was implemented by the Development Department. The program promotes and enforces compliance with the Municipal Code relating to housing, zoning, and building codes in target neighborhoods.
Demolition Program
This program was implemented by the Development Department. The program eliminates substandard and hazardous buildings as well as blighted conditions in target neighborhoods.
Senior Home Repair Program
This program was implemented by the Finance/Development Departments. The program provides grants to low-income homeowners who are: at least 60 years of age; or handicapped; or permanently disabled, to make home repairs to correct code violations and unsafe conditions.
Mortgage Assistance Program
This program was implemented by the Economic Development Department. The program provides a limited number of deferred payment second mortgages (up to $65,000) to qualified families to secure financing towards the purchase of a home in the City. Fair Housing Program
The City's Fair Housing Program is administered through a CDBG funded contract with Inland Fair Housing and Mediation Board. The program provides a comprehensive Fair Housing Program that includes education, outreach, enforcement, and landlord/tenant mediation services.
