The Victor Valley Economic Development Authority (VVEDA) was created as a Joint Powers Authority in response to the closure of the former George Air Force Base. VVEDA consists of the cities of Victorville, Adelanto, Apple Valley, Hesperia and portions of the County of San Bernardino. The Victor Valley Redevelopment Project Area was created from areas that encompass portions of each member’s jurisdiction boundary within an 8 mile radius of the former George Air Force Base. The air base was renamed the Southern California Logistics Airport (SCLA). With different jurisdictions coming together, VVEDA pools together resources so it can better attack the problems of blight elimination, improvement of infrastructure and expansion of the region’s economic base through job creation. The project area is the largest in California at 85,000 acres.

SCLA
SCLA is zoned for commercial and industrial uses. VVEDA’s primary goals for the project area are to redevelop and reuse the former air base to a fully dedicated logistics and business park, create jobs at SCLA, ensure adequate access to and from major transportation systems as well as promote economic growth within the project area. SCLA has become home to many industry leaders such as Boeing, General Electric, Newell Rubbermaid, Leading Edge and Pacific Aerospace to name a few. A total of 168 million square feet is master planned, which includes logistics and rail hubs. Over 2,500 jobs have been created at SCLA so far. Once redevelopment is completed, SCLA is anticipated to bring more than 30,000 jobs to the area.
Aviation
The airport is home to Pratt Whitney, Mercy Air Services and Cal Fire. SCLA is a dedicated logistics airport with a 24-hour U.S. Customs Port of Entry, Foreign Trade Zone #243 and LAMBRA Enterprise Zone.
The Aviation industry has come to SCLA due to its clear air space and weather. SCLA’s two runways are a combined 24,150 feet for airliners to land and take off. Maintenance, repair, and overhaul companies have located to SCLA such as Southern California Aviation (SCA) and Pacific Aerospace Resources and Technology (PART). Those companies have taken advantage of SCLA’s secure, desert parking for their aircraft. Cargo operations take advantage of SCLA’s U.S. Customs Port of Entry which allows users not to be subjected to fees and taxes normally associated with customs laws such as importing or exporting, manufacturing, assembling, storing and manipulating merchandise.
Industrial
SCLA is home to many industrial users taking advantage of SCLA’s strategic location and tax benefits. Public infrastructure is constantly being upgraded to suit current and futures users. Industrial companies such as Dr. Pepper Snapple, Excel Scientific, Rubbermaid and Plastipak have located their operations to SCLA. Industrial users have taken advantage of the LAMBRA Enterprise Zone and Foreign Trade Zone #243. SCLA is currently in Phase I development, with over 2.8 million square feet of industrial space completed. The project will encompass over 6.4 million square feet of industrial space upon complete build out.
Major Projects
General Electric
In 2003, General Electric (GE) decided to locate to SCLA to build its hangar for aircraft engine testing. GE built a $20 million hangar that also brought 53 jobs to the Victor Valley. The hangar is used to house its 747 aircraft used for testing its commercial engines and to perform maintenance on its engines. GE conducts flight testing out of SCLA on a regular basis.

Dr Pepper/Snapple Manufacturing and Distribution Facility
Dr. Pepper/Snapple Group (DPS) chose Victorville for its western region manufacturing and distribution hub. The state of the art 850,000 square foot facility on 57 acres located at SCLA created over 210 jobs for residents in the Victor Valley, with $150 million invested by DPS. Infrastructure improvements were provided by the RDA.

Industrial Wastewater Treatment Facility
The construction of the Industrial Wastewater Treatment Facility (IWTF) provides an afffordable and reliable utility source for DPS, as well as for future industrial wastewater users. The $32.5 million facility can process up to 2.5 million gallons of wastewater a day. The IWTF was a creative solution to allow for Dr Pepper Snapple Group to locate their facility at SCLA. Reclaimed water will also be recycled and used as landscaping and golf course irrigation.
